A roll call was conducted prior to the commencement of moving into closed session.

    THAT the City of Greater Sudbury moves to Closed Session to deal with one Labour Relations or Employee Negotiations / Solicitor-Client Privilege item regarding interest arbitrations in accordance with the Municipal Act, 2001, par. 239(2)(d) and (f).

    CARRIED

    At 4:05 p.m., the Finance and Administration Committee moved into Closed Session.

At 4:54 p.m., the Finance and Administration Committee recessed.

At 6:00 p.m., the Finance and Administration Committee commenced the Open Session.

The Chair presented a Land Acknowledgement.

A roll call was conducted.

Councillor Cormier, as Chair of the Closed Session, reported that the Committee met in Closed Session to deal with one Labour Relations or Employee Negotiations / Solicitor-Client Privilege item regarding interest arbitrations in accordance with the Municipal Act, 2001, par. 239(2)(d) and (f). No directions or recommendations emanated from the meeting.

Margaret Karpenko, Executive Director of Finance/Chief Financial Officer, provided an update regarding the legislative framework governing each Service Partner, City Council’s roles, responsibilities, and authority in relation to 2026 budget approval.

Rules of procedure

Councilor McIntosh requested concurrence from the Committee to extend all presentations time from 10 minutes to 20 minutes.

Brian Harding, Chief Executive Officer and Chief Librarian provided an electronic presentation regarding the 2026 Greater Sudbury Public Library budget.

Carl Jorgenson, General Manager of Conservation Sudbury provided an electronic presentation regarding the 2026 Conservation Sudbury budget.

Sara Cunnigham, Chief of Greater Sudbury Police Services and Gerry Lougheed, Chair of the Greater Sudbury Police Service Board provided an electronic presentation regarding the 2026 Greater Sudbury Police Services budget.
