For the purpose of convenience and for expediting meetings, matters of business of repetitive or routine nature are included in the Consent Agenda, and all such matters of business contained in the Consent Agenda are voted on collectively.

A particular matter of business may be singled out from the Consent Agenda for debate or for a separate vote upon the request of any Councillor. In the case of a separate vote, the excluded matter of business is severed from the Consent Agenda, and only the remaining matters of business contained in the Consent Agenda are voted on collectively.

Each and every matter of business contained in the Consent Agenda is recorded separately in the minutes of the meeting.

The City’s Integrity Commissioner has provided the attached report containing his conclusions regarding a complaint received by him alleging a breach of the Code of Conduct by Councillor Kirwan.

This report provides recommendations regarding potential changes to the City’s Community Improvement Plan (CIP) application and approval process and funding sources.

This report provides a recommendation regarding the Tender ISD21-149 for All-In-One Automated Pothole Patching Machine.

A report to follow will provide an update on service changes and community response to the COVID-19 pandemic.

Hearing Committee Resolution #HC2021-06

This by-law provides for tax adjustments under Sections 357 and 358 of the Municipal Act, 2001 for properties eligible for cancellation, reduction or refund of realty taxes.

A By-law of the City of Greater Sudbury to Amend By-law 2020-152 being a By-law to Temporarily Close Certain Sidewalks, Bicycle Lanes, Cycle Tracks and Multi-Use Paths in the City of Greater Sudbury during the Period from November 1st to April 30th Inclusive

This amending by-law updates the winter maintenance plan for the active transportation network.

A By-law of the City of Greater Sudbury to Deem Lots 57, 58 and 59 on Plan M-439 Not to be Lots on a Plan of Subdivision for the Purposes of Section 50(3) of the Planning Act

This by-law authorizes Lots 57, 58 and 59 on registered Plan of Subdivision M-439 be deemed not to be a lot within a registered Plan of Subdivision.

A By-law of the City of Greater Sudbury to Amend By-law 2010-100Z being the Comprehensive Zoning By-law for the City of Greater Sudbury

This by-law rezones the subject property to "M1(47)", Mixed Light Industrial/Service Commercial Special in order to permit a paint spray booth and the temporary parking or outdoor storage of vehicles for hire within the front yard - K.S. Flinn Investments Inc., 339 Harrison Drive, Sudbury.

A By-law of the City of Greater Sudbury to Amend By-law 2010-100Z being the Comprehensive Zoning By-law for the City of Greater Sudbury

Planning Committee Resolutions #PL2021-109

This by-law rezones the subject property to "C2(119)", General Commercial Special in order to permit a mixed-use development comprising row dwelling units and an office building with accessory apartment units and an equipment garage - Devla Properties Inc.. 1049, 1063 & 1069 Notre Dame Avenue, Sudbury.

As presented by Councillor Lapierre:

WHEREAS Jeanne d’Arc Street is a very busy corridor;

AND WHEREAS residents along that street have expressed serious concerns about excessive traffic and speeds along that corridor;

AND WHEREAS a small section of Jeanne d’Arc Street (from Lee Street to Heritage Drive) has benefitted from some traffic calming measures which do not serve to address concerns along the remainder of that street;

THEREFORE BE IT RESOLVED that the City of Greater Sudbury directs staff to add to their 2022 work plan a review of speed and traffic along Jeanne d’Arc from Elmview Drive to Château Crescent, as well as a review of the effectiveness of the all-way stop at the intersection of Hamilton Crescent and Jeanne d’Arc Street, and report to the Operations Committee with their findings and recommendations once the review is complete in 2022.

As presented by Councillor Leduc:

WHEREAS the boardwalk along the Bancroft Drive shoreline of Ramsey Lake is in dire need of repairs and/or refurbishment, caused in some areas by longstanding drainage issues that also need to be corrected;

AND WHEREAS there have been invasive species issues in the area which may have delayed the repair of the drainage problems, which issues have now been resolved;

AND WHEREAS the City of Greater Sudbury believes that “protecting and expanding the existing pedestrian and bicycle network in the City is essential to creating quality of place” and will encourage people to choose active transportation over driving, thereby reducing our carbon footprint and traffic congestion;

THEREFORE BE IT RESOLVED that the City of Greater Sudbury directs staff to prepare a business case for Council’s consideration during the 2022 budget deliberations to include the necessary repairs to the drainage issues impacting the boardwalk along the Bancroft Drive shoreline, as well as the repair and/or refurbishment of the boardwalk itself.

As presented by Councillor Leduc:

WHEREAS residents of the Minnow Lake and Moonlight Beach area of Ramsey Lake have requested the creation of a boat launch at Moonlight Beach;

AND WHEREAS a second public boat launch on Ramsey Lake could expedite Fire and EMS response times on the lake;

AND WHEREAS a boat launch at Moonlight Beach could ease congestion at the Ramsey Lake Road boat launch;

THEREFORE BE IT RESOLVED that the City of Greater Sudbury directs staff to prepare a business case for the creation of a boat launch at Moonlight Beach, to be presented during the 2022 budget deliberations for Council’s consideration.

As presented by Councillor Leduc:

WHEREAS the residents of the Minnow Lake have requested that a skating oval be developed on Minnow Lake starting in the winter of 2022;

AND WHEREAS the creation of a skating oval in this area would provide residents of the area and beyond with a more accessible alternative to remaining active during the winter months;

THEREFORE BE IT RESOLVED that the City of Greater Sudbury directs staff to prepare a business case for the development of a skating oval on Minnow Lake, to be presented during the 2022 budget deliberations for Council’s consideration.
