7. Report dated May 25, 2009 from the Acting General Manager of Growth & Development/Planning Director regarding Topsoil Removal & Site Alteration By-law Update.

(The draft Topsoil Removal & Site Alteration By-law was before the Priorities Committee on April 22, 2009. At that meeting, staff were directed to hold another public meeting to discuss concerns raised by local farmers and top soil producers. The report includes details on the evolution of the draft by-law and results of separate meetings held with the topsoil producers as well as the 2 public meetings (February 10 and May 11, 2009) held in Council Chamber at Tom Davies Square. In response to feedback received, City staff propose a number of changes to the draft by-law, including a new system to recognize existing topsoil removal operations in the Agricultural Reserve, the Rural Area and the Valley East Urban Expansion Area.)
