This report provides an update on the status of the Greater Sudbury Event Centre Project at the Kingsway Entertainment District. A summary of the ongoing work is outlined and a recommendation to commence the site grading work is provided for Council’s consideration.

This report provides a recommendation regarding the Security Enforcement Officer Pilot Program which has been in operation since December 10, 2020. It recommends funding for the program to the end of 2021 and recommends the publication of a business case for deliberation during the 2022 budget process to make the service permanent.

As presented by Councillor Lapierre:

WHEREAS Place des Arts du Grand Sudbury, a gathering place for Francophones and the whole community, is in the final stage of construction of its arts and cultural centre in downtown Sudbury;

AND WHEREAS the City of Greater Sudbury has been a key partner to Place des Arts since its earliest stages of development, and has provided funding in the amount of $5 million as well as the contribution of land in support of the capital construction project;

AND WHEREAS Place des Arts helps to advance the City’s strategic goals of community vibrancy, cultural diversity, economic capacity and investment readiness and downtown revitalization;

AND WHEREAS the building facility includes a number of components that align with the City’s Community Energy and Emissions Plan (CEEP);

AND WHEREAS the City of Greater Sudbury currently contributes $149,213 annually in the form of a grant supporting operational costs of Place des Arts;

AND WHEREAS the initial funding has contributed to the creation of 3 new full-time positions, one of which has been filled, with the other two anticipated to be filled in September of 2021;

AND WHEREAS Place des Arts had indicated in its initial proposal in 2016, and again with an update in 2018, that the facility will require annual operational funding of $260,000 from the City of Greater Sudbury, which represents an increase of $110,787 annually;

AND WHEREAS the municipal contributions to operating costs are integral to the organization securing ongoing operational funding from the federal and provincial governments;

THEREFORE BE IT RESOLVED THAT the City of Greater Sudbury direct staff to prepare a Business Case for the increase of Place des Arts annual operating funding to $260,000 for Council’s consideration as part of 2022 Budget deliberations.

As presented by Councillor Sizer:

WHEREAS the mission of the Greater Sudbury Food Policy Council (GSFPC) is to support the development of an equitable, vibrant, and sustainable food system for the City of Greater Sudbury through research, advocacy, and the dissemination of knowledge on food issues, and to foster collaboration and communication amongst food system stakeholders including business, community organizations, individuals and government;

AND WHEREAS there are multiple volunteer-run initiatives and organizations working on objectives related to the Greater Sudbury Food Strategy (2017);

AND WHEREAS the mission of the GSFPC aligns with and advances the strategic priorities of the City of Greater Sudbury including Creating a Healthier Community, Climate Change, and Economic Capacity and Investment Readiness, as well as those of the Community Energy and Emissions Plan (CEEP), the plan for Population Health, Community Safety & Well-Being, and the Economic Recovery Strategic Plan;

AND WHEREAS the GSFPC has approached the City seeking financial support for to support a much-needed review of the Greater Sudbury Food Strategy (2017) within a post-COVID recovery context, the creation of a monitoring system for food system development and actions, the development of an ongoing framework for analysis and reporting and related tasks;

AND WHEREAS the GSFPC has an important leadership role as the umbrella organization providing coordination of diverse food system stakeholders in order to better leverage those efforts and resources;

AND WHEREAS the analysis and reporting framework developed by the GSFPC with this contribution will provide an important tool that may assist the City in determining the best use of resources and allocation of support for various food-related stakeholder groups and organizations in the community going forward;

THEREFORE BE IT RESOLVED THAT the City of Greater Sudbury direct staff to prepare a Business Case for funding of $50,000 to support the efforts of the Greater Sudbury Food Policy Council for Council’s consideration as part of 2022 Budget deliberations.

As presented by Councillor Leduc:

WHEREAS the 76 Hilltop Seniors Woodshop is an incorporated not-for-profit organization which has been in existence since the early 80s that provides seniors with a facility and tools to create woodworking projects with the assistance and guidance of a day foreperson;

AND WHEREAS the 76 Hilltop Seniors Woodshop has in the past enjoyed a membership averaging approximately 70 members which assisted in the raising of revenue to fund its operating expenses;

AND WHEREAS the 76 Hilltop Seniors Woodshop has been successful in obtaining a variety of grants to sustain its capital needs and has so far, not had to request assistance to cover their operating expenses;

AND WHEREAS the COVID-19 pandemic has created some unsustainable challenges for the group, particularly as a result of not being able to use the facility and sell memberships to cover its rising operating costs;

AND WHEREAS although the Woodshop is once again up and running and is slowly regaining some of its membership, it still faces a revenue shortage and decreased capacity limits;

AND WHEREAS their yearly operating budget prior to the pandemic had been approximately $12,000, that budget has seen an increase, particularly in the way of insurance rates, with declining revenues;

AND WHEREAS the 76 Hilltop Seniors Woodshop provides active living and socializing opportunities to seniors which can enhance their quality of life;

AND WHEREAS annual grants are provided to many other community organizations across the City of Greater Sudbury;

THEREFORE BE IT RESOLVED that the City of Greater Sudbury direct staff to develop a business case to provide an annual grant to the 76 Hilltop Seniors Woodshop of up to $7,500 for 2022 and future years, for Council’s consideration during the 2022 Budget deliberations.

As presented by Councillors Kirwan and Leduc:

WHEREAS City Council committed to construct a new Event Centre at the Kingsway Entertainment District that replaces the current, almost 70-yearold facility;

AND WHEREAS City Council has repeatedly committed to take steps that help Greater Sudbury’s downtown thrive, including a commitment to construct The Junction, which includes, among other features, a new Central Library and new Art Gallery;

AND WHEREAS the existing Arena property now presents an opportunity for the community to reimagine how that public space can be used to help renew and develop downtown Sudbury’s vibrancy;

THEREFORE BE IT RESOLVED that the City of Greater Sudbury directs staff to present a plan for Council’s approval in the fourth quarter that recommends how best to ensure the existing Community Arena and/or the property on which it resides, fully contributes to downtown renewal efforts, and sustains community vibrancy that includes, among other more technical steps, a plan for extensive public consultation. 

As presented by Councillors Lapierre and Signoretti:

WHEREAS the Code of Conduct for Members of Council and local Boards was passed by by-law 2019-16 in February of 2019;

AND WHEREAS Article 17 of the Code of Conduct stipulates as follows:

Social Media
17. Every Member shall:
(a) adhere to any and all City policies and guidelines, regarding social media use; and

(b) always identify themselves without any attempt to cover, disguise or mislead as to their identity or status as an elected representative of the City when using social media.

AND WHEREAS no policy exists which is specific to social media use by Members of Council and local Boards;

AND WHEREAS social media is a prevalent form of communication for many elected officials;

AND WHEREAS Council for the City of Greater Sudbury wishes to have a policy with respect to the use of social media which would provide clear guidelines to support openness, transparency and proper conduct for Members of Council and Local Board Members;

THEREFORE BE IT RESOLVED that the City of Greater Sudbury directs that staff present a report to City Council during the first quarter of 2022 with recommendations for a Social Media Policy for Members of Council and Local Boards.
