The following resolution was presented:
WHEREAS the City of Greater Sudbury Strategic Plan of Business Attraction, Development and Retention confirms a goal to “Revitalize Downtown Sudbury with public investment that supports and leverages private investment”;
AND WHEREAS the City of Greater Sudbury maintains that Downtowns are important, historic and symbolic. They are the heart of a community, the reflection of a city’s image, pride and prosperity. A strong, implementable vision for Downtown Sudbury is critical to the future of our community;
AND WHEREAS supporting the City of Greater Sudbury Downtown has been identified as a key theme of the Greater Sudbury Development Corporation’s (GSDC) Economic Recovery Strategic Plan where Downtown revitalization was selected as one of two main priorities for the Board in 2021-22;
AND WHEREAS the continued COVID-19 pandemic has significantly impacted the City of Greater Sudbury and services provided to the community where the closure of businesses and employees working from home has resulted in a decrease in the use of parking Downtown;
AND WHEREAS By-law 2010-1, as amended, provides for the regulation of vehicles to address parking on fire routes, on private property and on municipal right of way in the City of Greater Sudbury;
AND WHEREAS Schedule I of By-law 2010-1 confirms specific municipal highways and applicable days and hours where on-street parking requires payment of the set per hour rate and more specifically that payment is required between 9 a.m. and 6 p.m., Monday to Friday;
THEREFORE BE IT RESOLVED that the City of Greater Sudbury direct staff to commence a pilot that permits on-street parking without fees after 5 p.m., Monday to Friday, for the remainder of 2021, and to produce a business case for the 2022 Budget deliberations that would see a User-fee change to permit on-street parking without fee after 5 p.m., Monday to Friday.
