Councillor McIntosh moved to alter the order of the agenda to deal with Managers' Reports first.

Appointment of Chair and Vice-Chair - Audit Committee

The following Member accepted their nomination as Chair of the Audit Committee:

  THAT the City of Greater Sudbury appoints Councillor McIntosh as Chair and Councillor Cormier as Vice-Chair of the Audit Committee for the term ending December 31, 2024 or until their successors are appointed, as outlined in the report entitled “Appointment of Chair and Vice-Chair – Audit Committee”, from the General Manager of Corporate Services, presented at the Audit Committee meeting on December 13, 2022.

  THAT the City of Greater Sudbury approves the recommendations as outlined in the report entitled “Performance Audit of Maintenance of the Linear Water Distribution & Wastewater Collection Infrastructure Report" as presented at the Audit Committee meeting on December 13, 2022.

5.1

2022 External Audit Planning Report

Oscar Poloni, Partner, KPMG LLP, provided an electronic presentation regarding the 2022 External Audit Planning Report.

  THAT the City of Greater Sudbury approves the 2022 External Audit Plan as outlined in the report entitled “2022 External Audit Planning Report”, from the General Manager of Corporate Services, presented at the Audit Committee meeting on December 13, 2022.

5.2

Audit Plans for 2023 and 2024

Ron Foster, Auditor General, provided an electronic presentation regarding the Audit Plans for 2023 and 2024.

• Councillor Cormier and Chair McIntosh presented the following motion:

  Seconded By Councillor McIntosh

  That the Auditor General be requested to include in his 2023 workplan a review that:

  1. Assessed the merits of undertaking reviews that incorporate a "zero-based" approach for specific services;

  2. Compares the anticipated costs and benefits of such reviews with the current value-for-money audit approach; and

  3.Subject to the results of 1) and 2), recommends specific services for reviews to be incorporated into future audit plans in a report to be provided to the Audit Committee for the meeting on June 20, 2023.
