Deputy Mayor Sizer, Chair of the Closed Session, reported that Council met in Closed Session to deal with one (1) Acquisition or Disposition of Land / Solicitor-Client Privilege item regarding property on Larch Street, Sudbury, one (1) Acquisition or Disposition of Land / Information Supplied in Confidence (Competitive position/negotiations) item regarding property on Durham Street, Sudbury and two (2) Acquisition or Disposition of Land items regarding property on Sixth Avenue, Lively and property on Lloyd Street, Sudbury in accordance with the Municipal Act, 2001, par. 239(2)(c), (f) and (I). One (1) land matter regarding property on Durham Street was not considered. Direction was given to staff regarding the other three (3) matters.

    THAT the City of Greater Sudbury approves the closure of the recreational vehicle dump sites at the Valley East, Sudbury and Chelmsford Wastewater Treatment Plants due to safety and operational concerns;

    AND THAT the City of Greater Sudbury directs staff to support any efforts from local businesses to provide RV dumping facilities, and to continue to charge any RV dumping facility wastewater fees based on their water consumption;

    AND THAT the City of Greater Sudbury directs staff to prepare a business case for making our RV campground dumping facilities available to the general public, which considers an appropriate user fee to achieve full cost recovery, for inclusion in the 2022 budget.

    2. the installation of an automated payment system and required accessibility modifications at the Sudbury Wastewater Treatment Plant at an estimated installation cost of $13,184 with annual operating costs of approximately $46,812 per year to be funded from Wastewater operating funds;

    as outlined in the report entitled “Operation of Recreational Vehicle Dump Sites at Wastewater Treatment Facilities”, from the General Manager of Growth & Infrastructure, presented at the Operations Committee meeting on October 18, 2021;

    AND THAT the City of Greater Sudbury directs staff to prepare a business case to determine an appropriate user fee to achieve full cost recovery for inclusion in the 2022 budget.

This was a continuation from the October 26, 2021 City Council Meeting. Iain De Jong, Orgcode Consulting provided comments regarding an encampment strategy and action plan for the community.

The following resolution was presented:

    WHEREAS the City partners with community service providers to provide services for people experiencing homelessness; 
      
    AND WHEREAS there is increased pressure on the municipality to enhance homelessness services that are traditionally funded by the province;  
      
    AND WHEREAS there continues to be a need for housing-focused supports; 
      
    THEREFORE BE IT RESOLVED that the City of Greater Sudbury direct staff to, working collaboratively with community partners, implement the solutions for housing-focused supports within the identified funding and proceed with the steps necessary for the operation of a women’s shelter, as outlined in the report entitled, ”Service Enhancements For Persons Experiencing Homelessness”, from the General Manager of Community Development, presented at the City Council meeting on November 23, 2021.  
      
    AND BE IT FURTHER RESOLVED that the City of Greater Sudbury directs staff to provide regular updates on shelter utilizations.
