For the purpose of convenience and for expediting meetings, matters of business of repetitive or routine nature are included in the Consent Agenda, and all such matters of business contained in the Consent Agenda are voted on collectively.

A particular matter of business may be singled out from the Consent Agenda for debate or for a separate vote upon the request of any Councillor. In the case of a separate vote, the excluded matter of business is severed from the Consent Agenda, and only the remaining matters of business contained in the Consent Agenda are voted on collectively.

Emergency Services Station Location Study

This report and presentation presents findings from the station location review conducted by Operational Health and Research Limited (ORH) and provides recommendations on the number and location of fire and paramedic response stations and locations across Greater Sudbury. Additionally, the report provides analysis of the recommendations and outlines next steps. The full ORH report is attached and noted in Appendix A.

Appointment of Members of Council to NOSDA

This report sets out the procedure for the appointment of Members of Council to be the City’s representative at annual meetings of the Northern Ontario Service Deliverers Association.

13.2

Canada Mortgage and Housing Corporation (CMHC) Funding Opportunities

This report provides recommendations regarding two funding opportunities with Canada Mortgage and Housing Corporation (CMHC); the Rapid Housing Initiative (RHI), Round 3 for the creations of additional affordable housing, and the National Housing Co-Investment Fund – Repair stream to address the capital shortfall in the municipally owned stock (Greater Sudbury Housing Corporation).

Freshwater Production Studio Opportunity for Municipal Support

This report responds to Council’s direction for staff to provide further details and options pertaining to the development of a purpose-built film and television production studio, Freshwater Production Studios, following the presentation from Cultural Industries Ontario North (CION) and Council Resolution CC2022-207 passed at the August 9, 2022 meeting of Council.

A By-law of the City of Greater Sudbury to set an Interim Tax Levy and Tax Billing Dates Prior to the Development of the 2023 Tax Policy

Section 317(1) of the Municipal Act, 2001, provides the authority for an interim tax levy prior to the adoption of the final estimates.  For 2023, the interim due dates have been established as March 3, 2023 and April 3, 2023.

A By-law of the City of Greater Sudbury to Levy and Collect Omitted and Supplementary Realty Taxes for the Year 2023

This by-law authorizes the 2023 omitted and supplementary tax billing and sets the due dates for omitted and supplementary assessments added before each of June 10, July 10, August 10, September 10, October 10, November 10 and December 10, 2023.

City Council Resolution #CC2022-264 This by-law authorizes a grant funded through the Healthy Community Initiative Fund for Ward 6.

A By-law of the City of Greater Sudbury to Amend By-law 2010-100Z being the Comprehensive Zoning By-law for the City of Greater Sudbury

Planning Committee Resolution #PL2018-179

This by-law rezones the subject lands in order to permit a contractor’s yard and related accessory uses including the outdoor storage of materials, equipment and vehicles. Site-specific zoning provisions restrict the location of outdoor storage and mitigate the impact on adjacent dwellings - 2541528 Ontario Limited, 4614 Desmarais Road, Val Therese.

A By-law of the City of Greater Sudbury to Appoint Deputy Mayors for the Term December 13, 2022 to and including December 31, 2024

This by-law appoints two (2) Deputy Mayors in accordance with the City’s Procedure By-law.

2022 Neighbourhood Association Annual Grant Allocation By-Law

As part of the 2022 budget process, Council approved an annual allocation for Neighbourhood Association grants. This report outlines the 2022 applications received for Neighbourhood Association grants. Grants will be released subject to Council’s approval of the applicable by-law.

16.2

2022 Third Quarter Statement of Council Expenses

This report provides information regarding expenses incurred by Members of Council in the third quarter of 2022. This report is prepared in accordance with By-law 2016-16F respecting the payment of expenses for Members of Council.

2023 Interim Tax Billing

This report provides information regarding the 2023 interim tax levy and instalment due dates.

2023 Omitted and Supplementary Tax Billing

This report provides information regarding the 2023 supplementary and omitted assessments and their instalment due dates.
