This report provides a recommendation regarding the disbursement of the Canada/Ontario Community Housing Initiative (COCHI), Ontario Priorities Housing Initiative (OPHI), and Canada/Ontario Housing Benefit (COHB) funding and outlines the Community Housing Renewal Strategy 2024-2025 planned allocation received from the Ministry of Municipal Affairs and Housing (MMAH).

Renaming Request

  

As presented by Mayor Lefebvre:

WHEREAS the Greater Sudbury community recently experienced the loss of Council members in Wards 2 and 3, being the late Councillor Michael Vagnini and the late Councillor Gerry Montpellier, respectively;

AND WHEREAS the deceased Councillors were strong advocates who demonstrated a passion and unwavering dedication for the wards they represented;

THEREFORE BE IT RESOLVED THAT in recognition for their commitment and dedication to the community, the City of Greater Sudbury approves the naming of the Community Hall located in the T.M. Davies Community Centre and Arena to the Michael Vagnini Community Hall and the renaming of the Whitson River Trail to the Gerry Montpellier Trail.

Request for Accessibility Consultation Policy

  

As presented by Councillor Landry-Altmann:


WHEREAS the City of Greater Sudbury is committed to and will continue to work towards making its facilities, programs and services accessible to all citizens;


AND WHEREAS it is the goal of the City of Greater Sudbury to ensure an “inclusive and accessible community for all residents, while maintaining the respect and dignity of every person that works, lives, visits and plays in our City” as stated in the City of Greater Sudbury 2015-2018 and 2019-2027 Corporate Strategic Plan;


AND WHEREAS the City of Greater Sudbury 2022-2027 Multi-Year Accessibility Plan demonstrates the City’s commitment to build upon its previous Accessibility and Corporate Strategic Plans to ensure it is offering its citizens accessible customer services, accessible community mobility, access to recreation, accessible transportation, accessibility educational awareness and accessible communication strategies that will assist the City in achieving its long-term goals that align with the provincial legislation of an accessible Ontario by 2025;


AND WHEREAS The City of Greater Sudbury continues to develop policies and procedures as required by the legislation to ensure the accessible and equitable delivery of municipal programs, services, and facilities;


AND WHEREAS in order to not only meet but exceed our goal of ensuring an inclusive and accessible community for all, assistance from and consultation with the Accessibility Advisory Panel for all new projects, programs and services should be a fundamental part of the planning process at the outset and throughout;


AND WHEREAS every project, program and service should be viewed through an accessibility lens;


THEREFORE BE IT RESOLVED that staff be directed to prepare an accessibility consultation policy for City Council’s review and approval by the end of September, 2024. 

19.3
Termination of Agreement with the Integrity Commissioner

  

As presented by Councillor Leduc:


WHEREAS the Integrity Commissioner received a Code of Conduct complaint about Councillor Bill Leduc’s cellular service charges for 2022 and 2023 claiming waste, abuse and extravagance in the provision or use of public resources related to roaming charges incurred;


AND WHEREAS despite City staff and Councillor Leduc having provided the relevant documentation, by-law and policy clarification required for the Integrity Commissioner to dismiss the complaint at the early stage of the complaint, which could have resulted in limited expense to the taxpayers of Greater Sudbury, the Integrity Commissioner chose to pursue further questions and to bring forward the report to Council which is not required when a complaint is dismissed, incurring additional costs;


AND WHEREAS the Integrity Commissioner is using his power to harass Members of Council during his investigations and when presenting his reports;


THEREFORE BE IT RESOLVED that the City Solicitor and Clerk be directed to provide written notice of termination to the City’s Integrity Commissioner, Mr. David Boghosian of Boghosian + Allen LLP, to terminate the agreement upon 180 days’ notice pursuant to the terms of the agreement.

The City's Integrity Commissioner has provided the attached report containing his conclusions regarding a complaint received by him alleging a breach of the Code of Conduct by Councillor Leduc.

Modernization of Volunteer Fire Services

This item has attachments.  

This report provides information regarding the modernization of Volunteer Fire Services as requested by City Council on March 9, 2021. The report outlines work to support our volunteer component in the areas of technology, recruitment, mutual aid, and response from home solutions, while some of these initiatives are ongoing others are scheduled to be implemented in 2024.
