For the purpose of convenience and for expediting meetings, matters of business of repetitive or routine nature are included in the Consent Agenda, and all such matters of business contained in the Consent Agenda are voted on collectively.


A particular matter of business may be singled out from the Consent Agenda for debate or for a separate vote upon the request of any Councillor. In the case of a separate vote, the excluded matter of business is severed from the Consent Agenda, and only the remaining matters of business contained in the Consent Agenda are voted on collectively.


Each and every matter of business contained in the Consent Agenda is recorded separately in the minutes of the meeting.

A By-law of the City of Greater Sudbury to Confirm the Proceedings of Council at its at its Special Meeting of December 15th, 2021 and its Regular Meeting of January 11th, 2022

A By-law of the City of Greater Sudbury to Authorize the Cancellation, Reduction or Refund of Realty Taxes


Hearing Committee Resolution #HC2021-09


This by-law provides for tax adjustments under Sections 357 and 358 of the Municipal Act, 2001 for properties eligible for cancellation, reduction or refund of realty taxes.

A By-law of the City of Greater Sudbury to set an Interim Tax Levy and Tax Billing Dates Prior to the Development of the 2022 Tax Policy


Section 317(1) of the Municipal Act, 2001, provides the authority for an interim tax levy prior to the adoption of the final estimates.  For 2022 the interim due dates have been established as March 1st and April 1st, 2022.

A By-law of the City of Greater Sudbury to Levy and Collect Omitted and Supplementary Realty Taxes for the Year 2022


This by-law authorizes the 2022 omitted and supplementary tax billing and sets the dates for omitted and supplementary assessments added after each of June 10, July 10, August 10, September 10, October 10, November 10 and December 10, 2022.

A By-law of the City of Greater Sudbury to Authorize the Payment of Grants from the Healthy Community Initiative Fund, Various Wards

This by-law authorizes grants funded through the Healthy Community Initiative Fund for various Wards.

A By-Law of the City of Greater Sudbury to Amend By-law 2018-45 being a By-law to Establish Water and Wastewater Policy and Water and Wastewater Rates and Charges in General and for Special Projects

This by-law amends By-law 2018-45 to incorporate fee changes and any necessary related changes to the text of the By-law.

This by-law introduces new development standards along LaSalle Boulevard.

A By-law of the City of Greater Sudbury to Amend By-law 2010-100Z Being the Comprehensive Zoning By-law for the City of Greater Sudbury


Planning Committee Resolution #PL2021-172


This by-law rezones the subject lands to an amended "C5(3)”, Shopping Centre Commercial Special Zone in order to facilitate the development of additional office space and light industrial use -1763931 Ontario Limited, 1933 Regent Street, Sudbury.

As presented by Councillor Leduc:


WHEREAS the pandemic and its associated consequences have created a climate of financial uncertainty, increased risks and unforeseen budgetary demands;


AND WHEREAS the downtown area is experiencing unprecedented challenges as a result of the pandemic and time is needed to resolve those challenges and assess future needs;


THEREFORE BE IT RESOLVED that the City of Greater Sudbury direct staff to bring back a report by the end of the first quarter of 2022 assessing the potential implications of suspending the Junction East project until a future period.

As Presented by Councillor Montpellier:


WHEREAS the KED has been promoted as being at no cost to the taxpayers;
 
AND WHEREAS property tax revenue, promoted as paying for the Arena/Event Centre, has not been committed to, currently placing the cost burden  on taxpayers instead; 
 
AND WHEREAS the cost to taxpayers is now projected in excess of $115 million;
 
AND WHEREAS the Casino operator has concluded, citing risks, that it would not be commercially reasonable for them to continue funding of site development and, has notified that they will resume funding of the site development pending favorable resolution of those risks;
 
AND WHEREAS the City of Calgary and the National Hockey League have taken into consideration serious financial impact of already escalated construction cost and serious risk of future escalated costs for the planned Arena/Event Centre in Calgary; 
 
AND WHEREAS city finance has informed taxpayers of having no control of 4.7 percent inflation, 13.6 percent rise in construction costs, increases to insurance, gas and heating bills;
 
AND WHEREAS the City of Greater Sudbury website has confirmed that there are no signed build agreements beyond site preparation;
 
THEREFORE BE IT RESOLVED that city staff is hereby directed to gather and present to council all existing pertinent, committed, signed sureties, and commercial risks by all partners to the KED project identifying clearly the risks that are now appearing, in order to provide open and transparent accurate information to the taxpayers of Greater Sudbury.
