A By-law of the City of Greater Sudbury to Deem Lots 40 and 41 on Plan 53M-1211 not to be Lots on a Plan of Subdivision for the Purposes of Section 50(3) of the Planning Act

Planning Committee Resolution #PL2023-63

This by-law provides for Lots 40 and 41 on registered Plan of Subdivision 53M-1211 be deemed not to be lots within a registered Plan of Subdivision.

A By-law of the City of Greater Sudbury to Amend By-law 2019-50 being a By-law of the City of Greater Sudbury to Establish Procedures for the City of Greater Sudbury

This by-law implements changes to the Procedure By-law recommended by Council

A By-law of the City of Greater Sudbury to Levy a Special Charge upon Properties in the Central Business District Improvement Area Assessed for Commercial and Industrial Taxes to Provide for the Purposes of the Downtown Sudbury Board of Management for the Year 2023

This by-law implements the levy necessary to support the approved Business Improvement Area’s budget.

This by-law adopts tools in accordance with the report presented at the Finance and Administration Committee meeting of May 16, 2023.

A By-law of the City of Greater Sudbury to Establish ‘Clawback’ Percentages for the 2023 Taxation Year for the Commercial and Industrial Property Tax Classes

Finance and Administration Committee Resolution #FA2023-29

This by-law establishes clawback percentages in accordance with the report presented at the Finance and Administration Committee meeting of May 16, 2023.

A By-law of the City of Greater Sudbury to Levy the Rates of Taxation for City Purposes and Set Due Dates for the Year 2023

This by-law sets out the 2023 municipal tax rates for the City of Greater Sudbury establishing due dates for final instalments.

This by-law establishes tax ratios in accordance with the report presented at the Finance and Administration Committee meeting of May 16, 2023.

A By-law of the City of Greater Sudbury to Amend By-law 2017-5 being a By-law of the City of Greater Sudbury Respecting the Delegation of Authority to Various Employees of the City

City Council Resolution #CC2023-83

This by-law authorizes the General Manager of Growth and Infrastructure to sign Agreements with certain First Nations bands to accept non-hazardous solid waste at the Sudbury Landfill and Waste Diversion Site. It also incorporates some changes of a housekeeping nature.

A By-law of the City of Greater Sudbury to Adopt Official Plan Amendment No. 123 to the Official Plan for the City of Greater Sudbury

Planning Committee Resolution #PL2023-69

This by-law authorizes a site-specific exception within the Valley East Policy Area under Section 20.3.1 of the City’s Official Plan in order to facilitate the creation of one new rural lot within the Urban Expansion Reserve having frontage on Bodson Drive West - 1650939 Ontario Ltd., 0 Bodson Drive West, Hanmer.

A By-law of the City of Greater Sudbury to Authorize the Execution of Agreements and Documents Related to the Automated Speed Enforcement System

This by-law authorizes the General Manager of Growth and Infrastructure to execute such agreements as may be required to implement and operate the automated speed enforcement system approved by Council during the 2023 budget process.

A By-law of the City of Greater Sudbury to Write-Off for Accounting Purposes Outstanding Provincial Offences Fines Deemed Uncollectible

City Council Resolution #CC2023-102

This by-law authorizes the write-off, for accounting purposes, of $519,522.50 in uncollectible POA fines.

A By-law of the City of Greater Sudbury to Authorize Grants Under the Strategic Core Areas Community Improvement Plan

Planning Committee Resolutions #PL2023-79

This by-law authorizes certain grants under the Strategic Core Areas Community Improvement Plan and authorizes the General Manager of Growth and Infrastructure Services to sign the grant agreements with the recipient of the grants.

2023-92Z

A By-law of the City of Greater Sudbury to Amend By-law 2010-100Z being the Comprehensive Zoning By-law for the City of Greater Sudbury.

Planning Committee Resolution #PL2023-73

This by-law does not rezone the subject property. Pursuant to Section 39.1(4) of the Planning Act, Council has extended a temporary use by-law in order to continue the use of a garden suite for a maximum period of three (3) years - Daniel & Francine Gagnon, 3213 Percy Avenue, Val Caron.

    THAT the City of Greater Sudbury establishes an Ad-Hoc Committee named the Future-Ready Development Services Committee for which the mandate, membership, purpose, objectives and term shall be as described in Appendix A;

    AND THAT the following members be appointed as members of the committee:  Mayor Lefebvre, Councillor Cormier, Councillor Fortin, Councillor Parent and Councillor Landry-Altmann;

    AND THAT the Mayor be appointed as Chair and Councillor Cormier as Vice-Chair of the Committee;

    AND THAT the Chief Administrative Officer be directed to assign staff with experience in data analysis and process reviews to support the objectives of the Committee.

    Appendix A

    Future-Ready Development Services Committee

    Mandate/Purpose

    To assess the potential for the City of Greater Sudbury’s development services to reflect leading practices that ensure support for growth is timely and efficient and the municipality has the capacity, best-in-class policies and processes to support anticipated growth in residential and non-residential development over the next 10-15 years.

    Objectives

    Receive presentations from organizations in the private and public sector to highlight areas of strength or areas for improvement or change;
    Review and receive reports on practices in place in other municipalities;
    Review historical city data describing activity levels and processing cycle times;
    Identify changes, where required, to development policies, practices and procedures; and
    Prepare a final report describing the Committee’s findings for consideration by City Council.

    Membership

    The committee shall be comprised of 5 Members of Council including the Mayor.

    Meeting Dates

    The Committee shall meet at times and dates to be established by the Clerk in consultation with the Chair and Vice-Chair.

    Duration
    The Committee shall meet as required until the finalization of the report describing the Committee’s findings, but the term shall not exceed the term of Council ending on November 14, 2026.

  • The following resolution was presented:

    WHEREAS in accordance with the Development Charges Act, development charges (DCs) are collected on new and expanded development, and are a primary source of funding for growth-related capital expenditures;

    AND WHEREAS the City of Greater Sudbury is currently scheduled to increase DCs by 9.9% on July 1, 2023;

    AND WHEREAS the City of Greater Sudbury increased DCs by 17.2 per cent in 2022;

    AND WHEREAS the City of Greater Sudbury wishes to grow its tax base by encouraging commercial and industrial investment;

    AND WHEREAS the City of Greater Sudbury wishes to address the need for residential development and growth, particularly the need for more affordable housing;

    AND WHEREAS excessive DCs may have an impact on the cost of affordable housing and may hamper development growth;

    AND WHEREAS the City of Greater Sudbury’s current by-law will expire on June 30th, 2024 and a Development Charges Background Study and new by-law must be approved in order to collect DCs after June 30th, 2024;

    THEREFORE BE IT RESOLVED that the City of Greater Sudbury direct that staff include a report on the June 27th, 2023 City Council agenda for the purpose of allowing persons to make representations with respect to a freeze of development charges, and that staff provide the notice required by legislation.
