A roll call was conducted.

Nataly Wissell,  Manager of Collection & Recycling provided an electronic presentation regarding Waste Collection Services - 2021 Participation Study for information only.

The following resolution was presentation:

    THAT the City of Greater Sudbury prohibits parking on the north side of Panache North Shore Road from Panache Lake Road to 500 meters west of Panache Lake Road as outlined in the report entitled “Parking Restrictions – Panache North Shore Road, Walden”, from the General Manager of Growth and Infrastructure, presented at the Operations Committee meeting on November 15, 2021;

    AND THAT the City of Greater Sudbury directs staff to prepare a by-law to amend Traffic and Parking By-Law 2010-1 to implement the recommended changes.

The following resolution was presentation:

    THAT the City of Greater Sudbury prohibits parking at all times of the day on both sides of Brabant Street from 225 meters south of St. Agnes Street to 450 meters south of St. Agnes Street as outlined in the report entitled “Parking Restrictions – Brabant Street, Azilda” from the General Manager of Growth and Infrastructure, presented at the Operations Committee meeting on November 15, 2021;

    AND THAT the City of Greater Sudbury directs staff to prepare a by-law to amend Traffic and Parking By-Law 2010-1 to implement the recommended changes.

The following resolution was presented:

    THAT the City of Greater Sudbury approves:

    1. the closure of the recreational vehicle dump sites at the Valley East and Chelmsford Wastewater Treatment Plants due to safety and operational concerns, and;
    2. the installation of an automated payment system and required accessibility modifications at the Sudbury Wastewater Treatment Plant at an estimated installation cost of $13,184 with annual operating costs of approximately $46,812 per year to be funded from Wastewater operating funds;

    as outlined in the report entitled “Operation of Recreational Vehicle Dump Sites at Wastewater Treatment Facilities”, from the General Manager of Growth & Infrastructure, presented at the Operations Committee meeting on September 20, 2021;

    AND THAT the City of Greater Sudbury directs staff to prepare a business case to determine an appropriate user fee to achieve full cost recovery for inclusion in the 2022 budget.

    THAT the resolution be amended to replace the resolution with the following:

    THAT the City of Greater Sudbury approves the closure of the recreational vehicle dump sites at the Valley East, Sudbury and Chelmsford Wastewater Treatment Plants due to safety and operational concerns;

    AND THAT the City of Greater Sudbury directs staff to support any efforts from local businesses to provide RV dumping facilities, and to continue to charge any RV dumping facility wastewater fees based on their water consumption;

    AND THAT the City of Greater Sudbury directs staff to prepare a business case for making our RV campground dumping facilities available to the general public, which considers an appropriate user fee to achieve full cost recovery, for inclusion in the 2022 budget.

The following resolution was presented:

    WHEREAS the residents of Azilda have presented a petition to the Operations Committee calling for sidewalks along Notre Dame St. East, in Azilda;

    AND WHEREAS our complete streets policy is still under development, and Notre Dame Street East is presently inhospitable for pedestrians and cyclists;

    AND WHEREAS Section 6 of the 2019-2027 City of Greater Sudbury Strategic Plan, Create a Healthier Community, states "The City must continue to invest in active transportation and sustainable transportation";

    THEREFORE BE IT RESOLVED that the City of Greater Sudbury directs staff to prepare a report that provides information on how active transportation facilities can be incorporated into the future renewal of Notre Dame Street East in Azilda from East of St. Thomas St to MR35, to be presented to the Operations Committee in Q1 2022.

No Addendum was presented.

10.

Councillor McCausland submitted a petition to the City Clerk which will be forwarded to the General Manager of Growth and Infrastructure. The petition is regarding incorporation of Active Transportation Facilities, Notre Dame St. E., Azilda.
