Dr. Huyer, Chief Coroner of Ontario provided an electronic presentation regarding the role of the coroner’s office and opioid related deaths in Greater Sudbury. 

  • The following resolution was presented:

    WHEREAS Northern Ontario is experiencing the highest drug toxicity mortality rates in the province;

    AND WHEREAS elevated mortality rates are worsening in Greater Sudbury despite numerous multi-sector substance-use prevention, harm reduction, treatment and enforcement efforts;

    AND WHEREAS addressing this complex crisis requires an intensification of leadership action commitments from multiple fronts to reverse the trend and save lives;

    AND WHEREAS the Executive Committee of the Community Drug Strategy for the City of Greater Sudbury (CDS – CGS) strongly endorsed the need for a local leadership summit on the escalating drug toxicity crisis;

    AND FURTHER THAT the Executive Committee, in recognition of the all-of-society complexity of the drug toxicity issue, strongly supported that the summit be planned and executed based on principles of inclusion and diversity, including the involvement of persons who use and are affected by substances;

    THEREFORE BE IT RESOLVED that the City of Greater Sudbury endorse the recommendations of the Executive Committee of the CDS – CGS for a local leadership summit on the escalating drug toxicity crisis, and request an information update, no later than the October 10, 2023, Council meeting, which would include describing:
    • Terms of Reference
    • Planned summit objectives,
    • An approach for documenting practices in other communities that could be adapted for use here to reduce morbidity
    • Details such as location options, timing, and potential costs/financing requirements
    • Expected summit outcomes and other relevant information pertinent to the execution of this summit.

    AND FURTHERMORE, that City staff provide support for this effort as required.

Michael Currie, Vice President of the Fire Underwriters Survey (FUS) provided an electronic presentation regarding the Fire Underwriters Survey.

Mayor Lefebvre asked for concurrence of the Committee to extend presentation time beyond the maximum ten minutes.

At 8:03 p.m. Council reconvened.

Deputy Mayor Landry-Altmann, Chair of the Closed Session, reported that Council met in Closed Session to deal with one (1) Acquisition or Disposition of Land item regarding property on Elgin Street, Sudbury, one (1) Personal Matters (Identifiable Individual(s)) / Litigation or Potential Litigation / Solicitor-Client Privilege item regarding a workplace accident and one addendum to deal with one (1)  Labour Relations or Employee Negotiations Matters item regarding negotiations with CLAC in accordance with the Municipal Act, 2001, par. 239(2)(b), (c), (d), (e) and (f). Direction was given to staff with respect to the second and third matter.

    That the City of Greater Sudbury authorize the purchase and demolition of 300 Elgin Street, Sudbury, and the associated parking lot municipally known as 233 Shaughnessy Street and 308 Elgin Street, legally described as PIN 73584-0258(LT), Lot 235, Plan 2SA, and PIN 73584-0257(LT), Lot 245, part of Lot 246, Plan 2SA, City of Greater Sudbury;

    AND THAT the acquisition, demolition, designed substance survey and all other costs associated with the demolition be funded from the Event Center Project Capital account;

    AND THAT a by-law be prepared to authorize the purchase, demolition and execution of the documents required to complete the real estate transaction.

    AND FURTHER THAT the annual financial information submission requirements be amended to include: Annual Statements for all bank and investment accounts to be submitted by all grant recipients unless audited financial statements have been submitted.

Finance & Administration Committee Resolution #FA2023-27

This by-law authorizes grants funded through the Healthy Community Initiative Fund for various Wards.

A By-law of the City of Greater Sudbury to Authorize the Payment of Grants to Various Non-Profit Community Organizations in the Leisure Services Sector

This by-law authorizes payment of the 2023 annual grants authorized as part of the budget process. Grants are generally used by recipients towards operating costs and costs to deliver special events and programs.

A By-law of the City of Greater Sudbury to Delegate Authority to the General Manager of Community Development Regarding the Development of the Affordable Housing Development at 1310 Sparks Street, Sudbury

This by-law provides the General Manager of Community Development general authority to take the steps necessary / sign the agreements necessary to move the 1310 Sparks Street, Sudbury affordable housing project forward.

This by-law provides the General Manager of Community Development general authority to take the steps necessary / sign the agreements necessary to move the 1179 Lorraine Street, Sudbury transitional housing project forward.

A By-law of the City of Greater Sudbury to Amend By-law 2010-100Z being the Comprehensive Zoning By-law for the City of Greater Sudbury

Planning Committee Resolution #PL2022-116

This by-law rezones the subject lands in order to add a contractor’s yard in the form of a truck and trailer hauling business including the parking and storage of commercial vehicles as a permitted use on the subject lands - Wayne & Carrie-Ann MacLean, 2687 Highway #144, Chelmsford.

A By-law of the City of Greater Sudbury to Amend By-law 2010-100Z being the Comprehensive Zoning By-law for the City of Greater Sudbury

Planning Committee Resolution #PL2023-83

This by-law rezones the subject lands to “R3(86)”, Residential Medium Density Special in order to permit a multiple dwelling containing four (4) residential units - Rushil Patel, Jayant Patel & Hiralben Patel, 1258 Southview Drive, Sudbury.

    AND THAT the City of Greater Sudbury create a Climate Resilience contract position to lead the implementation of the Community Energy & Emissions Plan (CEEP) and the Community Climate Change Adaptation Plan (CCCAP).

Councillor McIntosh submitted a petition to the City Clerk which will be forwarded to the General Manager of Growth and Infrastructure. The petition is regarding the rezoning application for 2123-2177 Long Lake Road as well as 2050 St. Charles Lake Road.

Councillor Landry-Altmann submitted a petition to the City Clerk which will be forwarded to the General Manager of Growth and Infrastructure. The petition is regarding the request to keep the sidewalk on the South Side of Agnes Street.
