A roll call was conducted prior to the commencement of moving into closed session.

    THAT the City of Greater Sudbury moves to Closed Session to deal with one (1) Personal Matters (Identifiable Individual(s)) item regarding a performance review and one addendum to deal with one (1) Personal Matters (Identifiable Individual(s)) / Labour Relations or Employee Negotiations item regarding non-union staff in accordance with the Municipal Act, 2001, par. 239(2)(b) and (d).

Councillor Cormier, as Chair of the Closed Session, reported that the Committee met in Closed Session to deal with one (1) Personal Matters (Identifiable Individual(s)) item regarding a performance review and one addendum to deal with one (1) Personal Matters (Identifiable Individual(s)) / Labour Relations or Employee Negotiations item regarding non-union staff in accordance with the Municipal Act, 2001, par. 239(2)(b) and (d).

Direction was given to staff with respect to the second matter in question.

    THAT the City of Greater Sudbury approves the Healthy Community Initiative Fund requests, as outlined in the report entitled “Healthy Community Initiative Fund Applications – May 16, 2023”, from the General Manager of Community Development, presented at the Finance and Administration Committee meeting on May 16, 2023;

    AND THAT the City of Greater Sudbury directs staff to present a by-law to authorize the grants recommended in the report.

    THAT the City of Greater Sudbury use capping and clawback tools as follows:

    1. Implement a 10% tax increase cap
    2. Implement a minimum annual increase of 10% of current value assessment level taxes for capped properties
    3. Move capped and clawed back properties within $500 of current value assessment taxes directly to CVA taxes
    4. Eliminate commercial and industrial properties that were at Current Value Assessment in 2022 from the capping exercise
    5. Eliminate commercial and industrial properties that crossed between capping and clawback in 2023 from the capping exercise

    AND THAT the necessary by-law be prepared;

    AND THAT the following clawback percentages, as calculated by the Online Property Tax Analysis (OPTA) System, be adopted by the City of Greater Sudbury:

    Commercial 63.9170%

    Industrial 59.6376%

    AND THAT the City of Greater Sudbury approves the recommendations as outlined in the report entitled “2023 Property Tax Policy”, from the General Manager of Corporate Services, presented at the Finance and Administration Committee Meeting on May 16, 2023.

  • The following resolution was presented:

    THAT the City of Greater Sudbury directs staff to provide operating funds of up to $100,000 per year for a duration that would be subject to an agreement between the municipality and Sudbury Multicultural and Folk Arts Association, the potential terms of which will be reviewed with the Finance and Administration Committee at the next Closed Finance and Administration Committee meeting.

Councillor Labbee presented a Members' Motion in regards to providing free transit for seniors on Tuesday in the Month of June in recognition of Seniors Month and asked that notice be waived.

    WHEREAS June is recognized as Seniors Month in Ontario and is an annual nationwide celebration; 

    AND WHEREAS Seniors Month is a time when we recognize older adults and the vital contributions they make to the life and vibrancy of our communities; 

    AND WHEREAS older adults contribute immensely to the City of Greater Sudbury as active leaders, mentors, volunteers, and their past and present contributions warrant appreciation and recognition; 

    AND WHEREAS the City of Greater Sudbury celebrates Seniors Month as a way to acknowledge the importance of supporting the health, active living and well-being of seniors, keeping them socially connected and engaged in our community through inclusion and belonging; 

    AND WHEREAS many local businesses celebrate Seniors with special discounts on everyday goods and services on Tuesdays each month during the year;

    THEREFORE BE IT RESOLVED that the City of Greater Sudbury directs City staff to implement and communicate a free day of transit and GOVA Plus services to seniors aged 65 and BETTER every Tuesday throughout the month of June of 2023, in recognition of Seniors Month, and that any costs or loss of revenue associated with providing this service, estimated at $11,200, be funded through the tax rate stabilization reserve.

    AND THAT staff be directed to provide a business case to identify a funding source to continue this initiative during the month of June in future.
