The Sudbury Multicultural and Folk Arts Association was invited by Councillor Landry-Altmann. This presentation by Bela Ravi, President, will provide an update on their achievements. 

At this point in the meeting, the Chair of the Closed Session, will rise and report. Council will then consider any resolution(s) emanating from the Closed Session.

For the purpose of convenience and for expediting meetings, matters of business of repetitive or routine nature are included in the Consent Agenda, and all such matters of business contained in the Consent Agenda are voted on collectively.


A particular matter of business may be singled out from the Consent Agenda for debate or for a separate vote upon the request of any Councillor. In the case of a separate vote, the excluded matter of business is severed from the Consent Agenda, and only the remaining matters of business contained in the Consent Agenda are voted on collectively.


Each and every matter of business contained in the Consent Agenda is recorded separately in the minutes of the meeting.

This report and presentation provides an annual update regarding the Corporate Information Technology Strategic Plan.

A report to follow will provide Council with updated information related to the Conceptual Design, Business Plan, Operational Model and Financial Plan for the Library/Art Gallery Project, now known as Junction East.  Council approval and direction will be sought for several aspects of the project and the path to project completion will be outlined.

This report provides a recommendation regarding an appointment to the Downtown Sudbury Business Improvement Area (BIA) Board of Management for the remainder of the term 2019-2022.

The City's Integrity Commissioner has provided the attached report containing his conclusions regarding complaints received by him alleging a breach of the Code of Conduct by Councillor Vagnini.

As presented by Councillors McIntosh and Landry-Altmann:


WHEREAS Greater Sudbury is building and fostering a welcoming city that offers outstanding opportunity, wellness and value; 


AND WHEREAS conflict and climate emergencies have displaced communities globally and Canada is positioned as a safe and desirable destination for many families; 


AND WHEREAS Greater Sudbury is a community that has welcomed newcomers since its earliest days; 


AND WHEREAS more recently conflict in Ukraine and in other regions has spurred calls for support from the City, community organizations and service agencies to assist incoming displaced individuals and families to rebuild homes, find jobs and support their children here in our community;


THEREFORE BE IT RESOLVED that the City of Greater Sudbury direct staff to provide quarterly updates to Council on the status of efforts to support newcomers and displaced peoples in our community as part of regular reporting.


 

As presented by Councillors Landry-Altmann and McIntosh:


WHEREAS Greater Sudbury is one of the most diverse, multilingual, and multicultural communities in Canada;


AND WHEREAS immigration is a stated priority of the City and a crucial component of the community's workforce development, talent attraction and investment attraction goals;


AND WHEREAS newcomers must be supported in their integration process into the community and the successful retention of these new residents depends on a strong network of settlement organizations and service providers;


AND WHEREAS the Sudbury Multicultural and Folk Arts Association (SMFAA) provides support and services for the settlement of newcomers with programming including adapting to life in Northern Ontario, language training, translation services, cross-cultural education and vocational counselling and is a member of the Local Immigration Partnership and a part of Greater Sudbury's extensive network of organizations, agencies and institutions providing settlement services;


AND WHEREAS SMFAA has sought and received one-time grants from the City of Greater Sudbury in past years and requires permanent, sustainable operational funding to continue its work over the long term;


THEREFORE BE IT RESOLVED that the City of Greater Sudbury directs staff, subject to a business plan presented by SMFAA that illustrates its approach for organizational and financial sustainability, to present a business case for Council's consideration during its 2023 budget deliberations to provide an annual operating grant to the Sudbury Multicultural and Folk Arts Association that includes requirements for service planning and results reporting.

As presented by Councillor Montpellier:


WHEREAS the Onaping Falls Community Centre offers a number of leisure and recreation programs, some free of charge;


AND WHEREAS local residents rely on this facility for safe, inclusive, accessible and affordable play opportunities to support the well-being of families and individuals of all ages;


AND WHEREAS the Onaping Falls Community Centre is in need of some crucial repairs and maintenance including the building's roof and windows to name a few, in order to extend its life expectancy;


THEREFORE BE IT RESOLVED that the City of Greater Sudbury directs staff to present a business case for Council's consideration during the 2023 budget deliberations to fund the facility upgrades and repairs identified for the Onaping Falls Community Centre in the Building Condition Assessments.

This report to follow will provide an update on the City's initiatives related to Indigenous Relations and provides a response to Council's request for appropriate language that could be used for a land acknowledgement in the municipal context in Greater Sudbury.
