The meeting commenced at 4:01 p.m.

A roll call was conducted prior to the commencement of moving into closed session.

The following resolution was presented:

    THAT the City of Greater Sudbury move to Closed Session to deal with one (1) Labour Relations / Employee Negotiations item regarding Sudbury Professional Fire Fighters Association in accordance with the Municipal Act, 2001, s. 239(2)(d).

    At 4:04 p.m., Council moved into Closed Session.

A roll call was conducted.

Councillor McCausland declared a conflict of interest in relation to Member's Motion Item 16.1, as his spouse works as an employee at one of the founding partners of La Place des Arts.

Deputy Mayor Landry-Altmann, Chair of the Closed Session, reported that Council met in Closed Session to deal with one (1) Labour Relations / Employee Negotiations item regarding Sudbury Professional Fire Fighters Association in accordance with the Municipal Act, 2001, s. 239(2)(d). Direction was given to staff with respect to the matter.

Iain De Jong, Orgcode Consulting provided an electronic presentation regarding an encampment strategy and action plan for the community.

Councillor McCausland presented the following motion:

    WHEREAS we should not remove residents from encampments without meaningfully engaging with them and identifying alternative places to live that are acceptable to them;

    AND WHEREAS we as a government are responsible to provide the basics of life which include, but are not limited to clean drinking water, access to hygiene/sanitation facilities, and waste management;

    THEREFORE BE IT RESOLVED that the City of Greater Sudbury direct staff to set up an alternate encampment location at the Energy Court Site, as a temporary measure, as soon as possible, to include ice fishing hut tents, clean drinking water, access to hygiene/sanitation facilities and waste management.

    THAT staff continue developing a plan based on, among other sources, the Encampment Response Guide that includes:

    A) The strategies described in the staff report entitled, “City of Greater Sudbury Encampment and    Action Plan”, and as part their next steps, include an assessment of the potential for increasing the availability of appropriate indoor shelter for vulnerable population members; and

    B) Report regularly on the plan’s progress at each City Council meeting beginning with the November 23rd meeting.
