    a. Construction of the Event Centre building and associated exclusive siteworks, including
    dedicated parking and Festival Square with an estimated construction cost of $186.1 million,
    including a project allowances budget of $31.6 million.
    b. Phase 2 Design Development and ongoing costs of $3.0 million.
    c. The City of Greater Sudbury’s portion of shared site development costs, estimated at $21.3
    million
    d. Costs to date of $3.8 million
    e. HST Costs of $0.4 million

    THAT staff report back with the results of this effort, including an assessment of the revised plan to produce the project’s desired community outcomes, no later than Q1 2023 and that Resolutions 2, 3 and 4, from the report entitled Greater Sudbury Event Centre Update, be deferred to this same meeting.”

    WHEREAS Greater Sudbury is building and fostering a welcoming city that offers outstanding opportunity, wellness and value; 

    AND WHEREAS conflict and climate emergencies have displaced communities globally and Canada is positioned as a safe and desirable destination for many families; 

    AND WHEREAS Greater Sudbury is a community that has welcomed newcomers since its earliest days; 

    AND WHEREAS more recently conflict in Ukraine and in other regions has spurred calls for support from the City, community organizations and service agencies to assist incoming displaced individuals and families to rebuild homes, find jobs and support their children here in our community;

    THEREFORE BE IT RESOLVED that the City of Greater Sudbury direct staff to provide quarterly updates to Council on the status of efforts to support newcomers and displaced peoples in our community as part of regular reporting.

    WHEREAS Greater Sudbury is one of the most diverse, multilingual, and multicultural communities in Canada;

    AND WHEREAS immigration is a stated priority of the City and a crucial component of the community's workforce development, talent attraction and investment attraction goals;

    AND WHEREAS newcomers must be supported in their integration process into the community and the successful retention of these new residents depends on a strong network of settlement organizations and service providers;

    AND WHEREAS the Sudbury Multicultural and Folk Arts Association

    (SMFAA) provides support and services for the settlement of newcomers with programming including adapting to life in Northern Ontario, language training, translation services, cross-cultural education and vocational counselling and is a member of the Local Immigration Partnership and a part of Greater Sudbury's extensive network of organizations, agencies and institutions providing settlement services;

    AND WHEREAS SMFAA has sought and received one-time grants from the City of Greater Sudbury in past years and requires permanent, sustainable operational funding to continue its work over the long term;

    THEREFORE BE IT RESOLVED that the City of Greater Sudbury directs staff, subject to a business plan presented by SMFAA that illustrates its approach for organizational and financial sustainability, to present a business case for Council's consideration during its 2023 budget deliberations to provide an annual operating grant to the Sudbury Multicultural and Folk Arts Association that includes requirements for service planning and results reporting.

    WHEREAS the Onaping Falls Community Centre offers a number of leisure and recreation programs, some free of charge;

    AND WHEREAS local residents rely on this facility for safe, inclusive, accessible and affordable play opportunities to support the well-being of families and individuals of all ages;

    AND WHEREAS the Onaping Falls Community Centre is in need of some crucial repairs and maintenance including the building's roof and windows to name a few, in order to extend its life expectancy;

    THEREFORE BE IT RESOLVED that the City of Greater Sudbury directs staff to present a business case for Council's consideration during the 2023 budget deliberations to fund the facility upgrades and repairs identified for the Onaping Falls Community Centre in the Building Condition Assessments

    WHEREAS section 100.1(1) of the Municipal Act, 2001 provides that a municipality may, in respect of land not owned or occupied by the municipality, regulate or prohibit the parking or leaving of motor vehicles without the consent of the owner of the land;

    AND WHEREAS section 128 of the Municipal Act, 2001 provides that a local municipality may prohibit and regulate with respect to public nuisances, including matters that, in the opinion of Council are or could become public nuisances;

    AND WHEREAS in the opinion of Council for the City of Greater Sudbury, the act of parking, standing or stopping a vehicle on a front yard, side yard or boulevard is or could become a public nuisance;

    AND WHEREAS section 425 of the Municipal Act, 2001 establishes that any person who contravenes any by-law of the municipality is guilty of an offence;

    AND WHEREAS section 439 of the Municipal Act, 2001 provides that the owner of a vehicle is guilty of an offence even if the owner is not the driver of the vehicle, where a vehicle has been left parked, stopped or standing in contravention of a by-law;

    THEREFORE BE IT RESOLVED that the City of Greater Sudbury directs that staff present a by-law for Council’s consideration that regulates parking in unauthorized areas, namely in front and side yards, except as otherwise permitted by the City’s Zoning By-law, within the City of Greater Sudbury at the August 9, 2022 meeting of City Council.

    WHEREAS a watermain replacement and road rehabilitation project on Sparks Street between Roy Avenue and Barrydowne Road is scheduled to commence this summer;

    AND WHEREAS the project design does not contemplate urbanization or a complete street design with sidewalk;

    AND WHEREAS residents of the area wish to have a sidewalk on the north side of the street instead of the open ditches;

    AND WHEREAS public consultation on the Complete Street Design Guidelines is currently underway;

    AND WHEREAS the Sparks Street project should be reviewed through the Complete Streets lens before proceeding;

    THEREFORE BE IT RESOLVED that the City of Greater Sudbury directs staff to delay the project, cancel the tender for the Sparks Street watermain replacement and road rehabilitation project and work on a design which contemplates the Complete Street Guidelines;

    AND BE IT FURTHER RESOLVED that staff be directed to present a report to the Operations Committee to explain the impacts of urbanizing the project, seek additional funding for the project through the 2023 Budget and retender the project in 2023.

    WHEREAS there are a variety of different community signs across Greater Sudbury that were created by the former municipalities that make up our City;

    WHEREAS there is no established framework for maintenance, renewal, or updating of community signs, despite them contributing to the identity and pride of our community of communities; 

    AND WHEREAS the development of visually-appealing community signs offers opportunities for people to feel connection with their neighbourhood, and can also provide tourism assets for promotion of our City;

    THEREFORE, be it resolved that staff of the City of Greater Sudbury be directed to develop a framework and associated policies for community signs on municipal land that addresses the desires of community groups to maintain, renew and update existing community signs or to create new community signage, and that staff bring a report with recommendations and potential bylaw amendments to Council in Q2 of 2023; 

    AND BE IT FURTHER RESOLVED THAT, in the interim and while that framework is being developed, staff be directed to work with the Azilda Community Action Network in support of the creation of a new community sign in Azilda, pending the approval of their Healthy Community Initiative (HCI) funding application of $22,000 and the confirmation of an appropriate regular sign maintenance funding plan.
